Land Use Committee
On behalf of Rancho Navarro Association Board and the Land Use Committee, thank you for your help in making our work together as easy as possible. By completing our form, you will be setting the stage for moving the review of your home project through our process quickly – so that you can get on with the work!
The function of the Land Use committee (LUC) is to document the property use and improvements that members wish to make on their property, to ensure the rural residential nature is maintained and to represent the best interests for the longevity of our association. Members are required to fill out forms that will answer some simple questions and articulate their intentions. Once your application is received, a LUC representative will contact you to help you through the process and, if necessary, arrange a site visit by 1-3 members of the committee. Then the request goes before the Board in an open meeting. This process can take as long as 60 days, but expedited approval may be obtained in a special meeting. The approved application noted in the minutes for the meeting, filed, and approval is sent to the member. Permits are valid for three years after they are recorded in the minutes.

FYI - Most fire mitigation work for your lot does not require any LUC approvals as there is usually no building, no grading, no excavations, no fencing, and most trees removed are small ones. You should only need to apply for large tree removals.
Large Trees are ones with a circumference 30 inches or more around the trunk at a point 24 inches above the first point of entry into the soil - dead or alive. Here is our full Tree Cutting Policy.
Consider creating a quick checking tool/jig/stick: cut a piece of wood at least 24 inches long and attach a string or strap at the 24 inch point - then cut that string or strap to just short of 30 inches.
To use it, just set the butt end on the ground at the highest point the tree enters/exits the ground and wrap the string around the tree trunk. If the string does not loop back on itself then you will need to apply for an LUC permit. You should periodically recheck your string length.
